David A. Barnett
Staff Assistant/
Park Operations

Dave joined CRPR as a Staff Assistant at the Parks Maintenance Facility in June 2011.  He was previously employed as an Office Manager by Bartell & Bartell, Ltd. Organizational Leadership Technology and Consultants.  He enjoys motorcycling, hiking, computer tech and photography as hobbies. He is also a Den Leader for Cub Scout Pack 31. Dave resides in State College Borough.

Jada L. Light
Office Manager

Jada joined CRPR as a Staff Assistant in June 2010 and was promoted to Office Manager in April 2015.  She holds a Bachelor's Degree in Psychology from Lock Haven University. She is also employed by Home Delivery Pizza and by Wal-Mart. Originally from Tyrone, Jada resides in Ferguson Township. She enjoys sports, travel, music and spending time with her family.

Emma Barber
PT Staff Assistant

Emma joined CRPR as a fill-in assistant during staff transitions in CRPR's main office. Emma's knowledge of general CRPR polices and POS operations from her work at the CRPR pools really allowed her to be of great assistance to other staffers. Due to that success, Emma joined our staff as an official part-time Staff Assistant in April 2017. She recently graduated from State College Area High Scholl and will be attending the Pennsylvania State University in the Fall. Emma continues to work at the pools and teach swimming lessons for CRPR as well.

Amber Merrell
PT Staff Assistant, Millbrook Marsh Nature Center

Amber joined CRPR as a Staff Assistant in April 2017. She holds a Bachelor's degree in Environmental Communication from Berry College. Amber was previously employed by Girl Scouts in the Heart of Pennsylvania as a volunteer coordinator and by New York State Department of Environmental Conservation as an outreach coordinator. She enjoys camping, kayaking, tubing, swing dancing, reading, and all manner of arts and crafts.

Lu Z. Skidgel
Staff Assistant, Active Adult Center
Lu joined CRPR as a part-time Staff Assistant in June 2015. Originally from Miami, Florida, she attended the University of Florida in Gainesville and now lives in Shingletown (Harris Twp.) with her husband and three children. She enjoys reading, hiking, boating, gardening, yoga and spending time with her family. In February, she moved to a full time Staff Assistant position with the Active Adult Center.
Jeff R. Hall
Sports Supervisor

Jeff has served as a CRPR Recreation Supervisor since Feb. 2001. He has a BS from Penn State in Recreation and Park Management. Jeff was previously employed with Penn State Intramurals and as the Recreation Director in Punxsutawney, PA. Jeff also worked as a CRPR Parks Maintenance Worker in 1999. Originally from Blossburg, PA, Jeff is a Certified Youth Sports Administrator by the National Alliance of Youth Sports. He resides in Bellefonte and has two sons. His hobbies include sports.

Todd A. Roth
Aquatics Supervisor
Todd has served as the CRPR Aquatics Supervisor since Jan. 2002. He holds a Bachelor's degree in Landscape Architecture from Penn State. Todd was previously employed with the Carlisle Swim Club, the Carlisle YMCA, and a landscape construction firm. Originally from State College, Todd is a Certified Parks & Recreation Professional (CPRP) and a certified Aquatics Facility Operator (AFO) by the National Recreation & Park Assn., a Lifeguard  Instructor, and a Water Safety Instructor-Trainer. Todd and his family reside in State College Borough. His hobbies include coaching swimming, landscaping and participating in triathlons.
Melissa M. Kauffman
Nature Center Supervisor

Melissa joined CRPR as a seasonal Program Coordinator in 2009; the position was expanded to year-round in Jan. 2014. Melissa was then named as Acting Nature Center Supervisor in June 2015 and promoted to Nature Center Supervisor in Oct. 2015.  She has a Bachelor’s of Science degree from the Pennsylvania State University and holds teaching certificates for Agriculture, Environmental and General Sciences. Originally from State College, Melissa resides in Ferguson Township. Her hobbies include hiking, camping, canoeing and birding.

Mandy L. Maguffey
Nature Center Program Coordinator
Mandy interned for CRPR in the summer of 2013 and earned a Bachelor’s degree in Recreation, Park, and Tourism Management from Penn State in August 2014. She continued to work part-time as a Program Leader at Millbrook Marsh, and in June 2015, was named the Acting Program Coordinator. On 1 Dec 2015, she was promoted to serve as the new Program Coordinator.  Mandy resides in Moshannon and she enjoys hiking, camping, painting, gardening, reading, and spending time with her family.
Beth C. Lee
Recreation Supervisor
Beth was appointed as a CRPR Recreation Supervisor in July 2003. She holds a BS in Education with a Recreation emphasis from Bowling Green State University, OH.  She was previously employed with the Grand Lake Chamber of Commerce, CO, and most recently by the Fraser Valley Metropolitan Recreation District in Fraser, CO as the Assistant General Recreation Director.  Beth worked as a Supervisor for the CRPR Wee KIDventure in summer 1994.  Originally from Columbus OH, she resides is Patton Township with her husband and two children.  Her hobbies include skiing, biking, hiking, watching Ohio State football and spending time with family and friends.
Cindy. M Stahlman
Active Adult Center Supervisor
Cindy joined CRPR as the Centre Region Senior Center Supervisor in January 2014. Prior to her appointment, she was Director of Social Services at a long term care facility in Lewisburg, PA (2000-2014). She has a BA in psychology, a Master’s in Health Education Administration, and a certification in gerontology. Cindy is originally from Centre County and recently relocated back to the area to be with her family . She loves to hike and grill with her dog Eddie (he especially loves steak). She also enjoys traveling, gardening and spending time with family and friends.

Samantha Kemock
Recreation Services Manager

Samantha Kemock joined CRPR in May 2017 as the Recreation Services Manager. She was most recently the Recreation Director for the Ebensburg Borough. Prior to that position, she worked for New Pig as an E-Commerce Marketing Associate. She has a B.S from Penn State in Business, focused in Marketing and a Masters in Human Resource Management from Saint Francis University. Sam resides in Ebensburg with her husband and dog.  Her hobbies include playing and coaching volleyball, teaching fitness classes and enjoying outdoor activities such as camping, hiking, biking and kayaking with her dog, family and friends.

James R. Carpenter
Parks Manager

Jim was appointed as the CRPR Parks Supervisor in October 2011. Jim holds a B.A. in Business with a major in Organizational Mgmt. from Malone University, Canton OH. He served Summit County (OH) MetroParks for 25 years, most recently as Chief of Operations. Jim is a Certified Playground Safety Inspector. He and his family reside in Ferguson Township.

Pamela J. Salokangas
Pam began work with CRPR on 22 Aug 2016 and became the Director effective 1 Sep 2016. Pam most recently served as General Park Manager for The Adventure Park at Heritage Museums & Gardens in Sandwich, MA -an aerial adventure park operated by Outdoor Ventures. Prior to that position, she was the Director of Parks and Recreation for Shenandoah County Virginia Parks and Recreation for 8 1/2 years and Park Manager of Claude Moore Park in Sterling, VA with Loudoun County Parks, Recreation and Community Services. She has a B.S. from Penn State in Recreation and Park Mgmt. and an M.Ed. from the Univ. of Georgia in Recreation and Leisure Studies / Public Administration. Pam is a Certified Parks and Recreation Professional (CPRP) and a Certified Playground Safety Inspector (CPSI), both from the National Recreation and Park Assn. Pam is originally from Waynesburg, PA and lives in Patton Township with her husband, Greg. Her hobbies include geocaching, USTA League Tennis, kayaking, graphic design, road-tripping/travel, and arts & crafts.

The CRPR Authority is a publicly-funded, municipal agency serving 5 municipalities since 1966. The Authority also maintains 501c3 status.
