Approved Minutes of Regular Meeting
Thursday, 13 Jul 06 at the Tudek Park Pavilion

1.       CALL TO ORDER and ROLL CALL

Chair Cindy Solic called the meeting to order at 12:15 P.M.

Board members attending (5 of 6): Cindy Solic, Roy Harpster, Kathleen Matason, Sue Mascolo, Donna Conway.

Absent: Dr. Kenneth Mawritz and Borough Council Liaison (non-voting) Craig R. Humphrey

Staff members present: Director Ronald J. Woodhead, Recreation Supervisor Sports & Fitness Jeff Hall, Recreation Supervisor Programs & Special Events Beth Lee, Aquatics Supervisor Todd Roth, Recreation Supervisor - Nature Center Molly Hetrick, Assistant Park Supervisor Ted Weaver, Office Manager Diane Ishler.

Absent: Senior Center Director Barbara Lindenbaum, Parks Supervisor Greg Roth

II.      COMMENTS FROM THE PUBLIC - none

III.    APPROVAL OF MINUTES

The minutes of the June meeting were approved on a motion by Ms. Mascolo and seconded by Ms. Matason. All in favor.

IV.     ACTION ON VOUCHERS

The vouchers for June (included in the meeting packet) were approved on a motion by Ms. Mascolo and seconded by Mr. Harpster. All in favor.

V.       COMMITTEE REPORTS

COG Ad Hoc Regional Park Committee - Mr. Harpster confirmed the information listed from the last Ad Hoc Regional Park Committee meeting. Mr. Woodhead agreed and emphasized that the committee completed their work on the COG Articles of Agreement for the Planning, Development & Operation of Regional Parks, the Ownership Agreement for Whitehall Road Parklands, and the Development Lease to permit COG to plan and develop the Oak Hall Parklands. The documents are now being reviewed by each municipality and will then come back for General Forum action. In addition, the committee will be discussing the options for Park Forest Pool at their next meeting on Thursday 20 Jul 06 and are charged with recommending an option to the General Forum.

Millbrook Marsh Nature Center Advisory Committee - Ms. Hetrick reported that their monthly meeting was positive. They talked about 2007 being the 10 year anniversary of the signing of the MMNC lease with Penn State and what the committee should do to celebrate.

Municipal Boards & Committees: Issues & Updates by Board Members

- College Twp. Parks & Recreation Committee: No report

- Harris Twp. Park & Recreation Committee: No report

- Patton Twp. Rec. Advisory Committee: Ms. Solic reported that Patton Township held their parks tour on 27 Jun 06.

- Ferguson Township: Ms. Mascolo reported that Ferguson Township discussed the Park Forest Pool options and were in favor of Option #3.

- Borough of State College: Ms. Conway presented a report to the Borough Council. She related that they discussed the Park Forest Pool options and seemed to favor Option #3.

-State College Area School District: No Report

VI.     STAFF REPORTS

June Agency Report - There was no further comment.

Summer Employee Roster - Mr. Woodhead referred to the Summer Employee Roster emphasizing the number of seasonal staff it takes to provide the level of programs that we do.

Senior Center Statistics for 2007 Formula - Mr. Woodhead referred to the Senior Center Statistics report and stated that the 2007 Senior Center Budget Formula is determined by those statistics. He noted that we see each municipalities’ share change from year to year based on program participation. Program participation continues to increase and this year, due to a change in food vendors, the noontime meal count also increased.

Mid-year Financial Status - Mr. Woodhead reported that as of 30 Jun, the revenue is $20,000 ahead of last year - especially with pool pass revenue increased. The expenditures appear to be on target.

Supervisor Highlights:

Jeff Hall, Recreation Supervisor - Sports and Fitness - Everything is going very well.

Beth Lee, Recreation Supervisor for Programs & Special Events - The KidVenture camps went bowling today and everyone was having a great time. Only one of the Wild Wednesday’s was held but they had a great time. Next week is the 41st Peanut Carnival to be held on Thursday, 20 Jul 06 at the Park Forest Middle School from 6-8 PM. She is also working on the Fall Leisure Guide.

Molly Hetrick , Recreational Supervisor for Nature Center - The Millbrook Marsh summer intern, Adam, is doing a great job. He le the Full Moon Walk and the participants really enjoyed it. Canoe Camp went well and Fly Fishing Camp is full and starts on Monday, 17 Jul 06.

Todd Roth, Aquatics Supervisor - Season Pass sales have increased and recently swim lessons have increased. The special night events at the pools have been terrific with Disco night at Welch with over 150 people participating and Country night at Park Forest with over120 attending.

Ronald Woodhead for Barbara Lindenbaum, Senior Center Director - The Centre County Senior Games went very well with six sporting events and 180 participants. At the Awards Luncheon they gave out Tortoise Awards for the inside walkers.

Ted Weaver, Assistant Park Supervisor for Greg Roth, Park Supervisor - The parks crews are working on the main parks and athletic fields to keep them in shape. Next weekend, the Keystone Games are scheduled to have their Lacrosse Tournament at Spring Creek and Fogleman Fields (with 20 teams registered).

VII.    COMMUNICATIONS

Mr. Woodhead relayed a phone complaint from a man whose family paid to enter Welch Pool; they were advised prior the fee was not refundable if it stormed. After they were in the facility and had been in the water, thunder and lightening closed the pool for awhile and the family was refused a refund. Mr. Woodhead told him that the policy was Board-approved, but that he would bring the complaint to the Board’s attention. The Board members noted the complaint but did not want to change the policy.

VIII.  OLD BUSINESS

State College Lions (Youth Football) regarding Haymarket Park - State College Lions have sent their proposal to have a storage shed at Haymarket in writing and have selected a shed without windows that would be at Haymarket for August through November. Mr. Woodhead will work out the details with the group.

Commercial Caterer Access Requests - Ms. Solic related that she thought that caterer access to reserved pavilions in the parks had been dealt with. Mr. Woodhead indicated that it was, but this was for information only. The letter from Harris Township concerning this issue will be added to the two others received earlier.

State Grant Announcements:

          - The $159,000 Parkland Aquisition Grant for 75 acres off Whitehall Road was approved.

- In addition, Mr. Woodhead related that the two pending grants; Master Site Plan for William Welch Community Swimming Pool ($33,000 grant) and the Master Site Plan for Oak Hall Parklands ($38,000 grant) have also been approved. The Welch Pool approval allows us to proceed after a 25-year lease, to include an expanded area, is obtained from the State College Area School District. Ms. Solic stated that with the school renovation unresolved, it is necessary to have something in the lease agreement that provides for the Authority’s pool if the school plans change. Mr. Woodhead agreed. In addition, prior discussions at the General Forum indicated that not all the elected officials wanted to stay at the currently site - and this must be confirmed before we move forward with the Master Site Plan for that site. He related that developing the Oak Hall Master Site Plan should proceed smoothly since local funds to match the grant have been budgeted.

Park Forest Pool Master Site Plan - Mr. Todd Roth reported that the consultants presented four options at the General Forum Meeting, 26 Jun, and at a Public Forum Meeting on 27 Jun. He distributed copies of the Public Forum Summary to the Board members. The General Forum sent the options out to the municipalities for comments. So far, most of the municipalities are leaning toward Option #3 or a pool that is in that price range. All comments are due back by 20 Jul 06.

IX.     NEW BUSINESS

CRRA 2005 Audit Report by Maher Duesell (CPA) - Mr. Woodhead was happy to report that there was no management letter with the audit. Mr. Woodhead also reported that Ms. Conway, a CPA, included audit comments in her report to the State College Borough Council.

2007 Budget Process - Mr. Woodhead reported that the copies of the 2007 Program Budget the Board members received has been changed to reflect the grant approvals. The final Program Budget will be issued after the COG Finance Committee revisions are completed.

New Facility Requests for 2007 - Mr. Woodhead indicated that there are two requests for additions to the park system for 2007. Board action will be requested in the August meeting. 

1) In response to a CRPR recommendation, Harris Township has endorsed including the Nittany View Park Pavilion in the pavilion reservation system for 2007. 

2) Ferguson Township has requested that 25 additional acres to be leased from Tom Tudek Memorial Trust (adjoining Tudek Park in Ferguson Township), be added to the maintenance schedule for 2007. This would include the dog park, wooded area with paths, the community gardens, and the trail area across the fields. Mr. Woodhead explained that the additional acreage would be deeded to Ferguson Township when the mortgage was paid off by the Trust. Ms. Mascolo asked what happens if several people are in the dog park and someone is bitten? Mr. Woodhead indicated it was a little early to know all the details; he has to speak to the Ferguson Township Manager, Mr. Kunkle, to determine exactly what they are expecting. Ms. Solic expressed some concern about the dog park. Mr. Woodhead will provide more information at the next meeting.
