Approved Minutes of Regular Meeting
Tuesday, 10 Jan 06 at the COG Forum Room
I. CALL TO ORDER and ROLL CALL
Chair Cindy Solic called the meeting to order at 12:30 P.M.
Board members attending (3 of 5): Cindy Solic, Sue Mascolo, Dr. Kenneth Mawritz.
Absent: Roy Harpster, Kathleen Matason, and the Borough Council Liaison Craig R. Humphrey
Unfilled seat: Borough of State College
Staff members present: Director Ronald J. Woodhead, Recreation Supervisor Sports & Fitness Jeff Hall, Recreation
Supervisor Programs & Special Events Beth Lee, Recreation Supervisor Nature Center Molly Hetrick,

II. REORGANIZATION FOR 2006
Appreciation Certificate to Dr. Linzell - Ms. Solic presented a framed Certificate of Appreciation to Dr. Daniel
Linzell for his volunteer service as a Board member since 2001. Dr. Linzell’s term expired, and he was
unable to continue as a member of the Board. He expressed his thanks for being able to serve and his hope
is that he would be able to serve again sometime in the future.
Reappointment of Roy Harpster - The Harris Township supervisors reappointed Roy Harpster as their representative
to the Parks and Recreation/Centre Regional Recreation Authority with the new term to expire 31 Dec 10.
Election of Officers for 2006 - Ms. Mascolo suggested that the election of officers be postponed until the Board has a
full slate of members. The other Board members agreed. The current Board members will continue until
the new officers are elected.
Adopt the Proposed Board Meeting Schedule - Mr. Woodhead suggested that the proposed 8 Jun 06 meeting be
changed to Tu, 6 Jun 06. Ms. Mascolo moved to approve the meeting schedule with that change. Dr.
Mawritz seconded. All in favor. The meeting schedule for 2006 will be (2nd Thursday at 12:15PM):

III. COMMENTS FROM THE PUBLIC - none
IV. APPROVAL OF MINUTES Minutes for the December meeting were approved on a motion by Dr. Mawritz and seconded by Ms. Mascolo. All
in favor.
V. ACTION ON VOUCHERS The vouchers for December, distributed with the January agenda packets, were approved on a motion by Ms.
Mascolo and seconded by Dr. Mawritz. All in favor.
VI. COMMITTEE REPORTS
Millbrook Marsh Nature Center Advisory Committee - Did not meet.
COG Ad Hoc Regional Park Committee - Mr. Woodhead reported for Mr. Harpster that the Ad Hoc Regional Park
Committee is making progress. They have been working on the draft agreement for the joint funding of
regional park planning & development. The next meeting is 19 Jan 06.
Municipal Boards & Committees: Issues & Updates by Board Members
- College Twp. Parks & Recreation Committee: No report.
- Ferguson Township: Ms. Mascolo - Ms. Mascolo reported that the Butterfly Garden in Tudek Park has
gotten better and better. C.A.L.L. suggested that berry baring plants be added for children to pick and learn
about. In 1996, seventy different species of plants for butterflies were planted and today, over twenty
different species of butterflies have been identified there.
- Harris Twp. Park & Recreation Committee: No report.
- Patton Twp. Rec. Advisory Committee: Ms. Solic indicated that the committee did not meet.
-SCASD : Dr. Mawritz indicated that the school district facilities project is moving along and the pool site is
included with the additional parking. Everyone seems to be cooperating.
-Borough of State College - No report.
VII. STAFF REPORTS
Date Change for Keystone Games Men’s Lacrosse - The Keystone Games have changed the Men’s Lacrosse
Tournament until 21-22 July 06 (F & Sat. using Spring Creek Park and Fogleman Fields).
PA. Conservation Corps Grant Application - The PA. Conservation Corps (PCC) grant application was submitted.
The grant is worth $80,000 and will be valid 01 July 06 - 30 Jun 07. If approved, this will be the 5th consecutive year for the grant. The agency has previously partnered with the Historical Society but for this
grant the agency is partnering with the Mt. Nittany Conservancy for trail work. Mr. Woodhead thanked
Greg Roth for all the information he supplied for the grant application.
December Agency Report - There were no additional comments. The report was provided in the Board member
packet.
Fall 2005 Agency Highlights - Mr. Woodhead encouraged the Board members to share this information with their
municipal committees. He emphasized the increases in programs and visits to the Millbrook Marsh Nature
Center. The Annual Program Report for 2005 will be presented at the Feb. Meeting.
Completion of Nature Center Wet Lab Contract and EPA Grant - The final portion of the EPA grant was the Wet
Lab renovation. The $71,573 grant was awarded in 1999 and the project was finished by 31 Dec 05,
meeting the deadline set by EPA for final expenditures.
Park Added for 2006 - One park was added to those maintained and programed by CRPR/CRRA: Marjorie Mae in
Patton Township. Circleville Woods, which was originally proposed by Patton Township for 2006
management, will not be added to the CRPR list but will continue to be operated by Patton Township.
Winter & Spring Leisure Guide - The Winter/Spring Leisure guide was published 1 Jan 06.
Topic Schedule - A topic schedule was distributed to Board members to inform them of possible CRPR/CRRA
topics that may be presented to the COG General Forum in 2006.
Supervisor Highlights:
Jeff Hall, Recreation Supervisor - Sports and Fitness - Mr. Hall reported he is getting ready for the winter schedule
that includes fitness, judo, and volleyball. The fitness classes already have 125 registrations, as he is trying
to expand the fitness opportunities. Last year some parents expressed concern about youth basketball teams
that had all good players (stacked). In answer to those concerns, this year the youth basketball teams were
going to be made up every week (pick-up style), the same people would not be on the same team all season.
But this was not a popular idea and resulted in decreased registration for youth basketball. In December, an
effort was made to change back to the usual “neighborhood team” method, but only the 7 & 8 grade
basketball group had sufficient registrations to play. The other age groups will not be held this season. Next
year youth basketball will be advertised as “neighborhood teams” and set up to as league play again.
Greg Roth, Park Supervisor - The parks crew opened the sledding at Slab Cabin and the ice rink at Blue Spring early
but now neither is operating due to lack of snow and ice. Instead, the crew is working on playgrounds and
reorganizing the shop so they can do some repair work. The PCC crew is working on signs, playgrounds,
and invasive species removals.
Molly Hetrick, Recreation Supervisor - Nature Center - Ms. Hetrick is planning spring programs, coordinating with
the school districts for group programs, and has some group walks planned. She continues to focus her
efforts on the Millbrook Marsh Nature Center Capital Campaign.
Todd Roth, Aquatics Supervisor - Swim classes start next week. Mr. Roth is planning events and programs for the
summer at the pools. He is also contacting donors for prizes at special events.
BBeth Lee, Recreation Supervisor -Programs and Special Events - The Winter/Spring Leisure Guide was published
on 1 Jan 06. Gymnastics will be starting on Saturdays, Girl’s Rhythmic Gymnastics on Thursday, and Mini-Masterpieces next week. She is planning field trips for summer camps and coordinating the advertising of
programs, the Leisure Guide, and sports.
Barbara Lindenbaum, Senior Center Director - The seniors are exercising with a new indoor walking program using
the hallway in the same building as the Senior Center. The Borough of State College is allowing the Senior
Center to decorate the hallway for this program. Also, a new video was completed to be aired on C-Net as
part of the moving freely program that is in cooperation with Mt. Nittany Medical Center.

IX. OLD BUSINESS
DCNR Grant Applications Update - Mr. Woodhead reported that we have not heard anything official on the
Whitehall Road parkland acquisition grant application, but a call was received asking for more information
on the appraisal, which is a good sign. Also, no word has been received on the Welch Pool master site plan
or the Oak Hall Regional Parkland master site plan grant requests.
Pool Renewals: The grant contract for the Park Forest Pool master site plan as been received from the state. The
proposed Scope of Work and RFP documents (30 pages) were sent to PA DCNR for their approval before
distribution. HP Architects would be the lead consultant and the aquatics firm would be selected by the
CRRA and report to HP Architects. The Board members will be asked to approve the appointments to the
Pool Study Committee when the Scope of Work is approved by DCNR.
