II.      BOARD REORGANIZATION FOR 2009:

• The appointment of Sue Mascolo by the Ferguson Township Board of Supervisors for a second 5-year term is scheduled for 5 Jan 09. Ms. Mascolo has served on the CRPR Board / Authority since 2004.

                    If necessary, a Temporary Chair may be appointed to conduct the elections.

                    The 2008 Officers were:

          Millbrook Marsh Nature Center Advisory Committee: Ms. Hetrick

The committee met in December to:

                    - confirm their official endorsement of the proposed 2009 Fee Policy,

- host a presentation by Architect Alan Popovich regarding planning the Spring Creek Education Building planning.

          COG Ad Hoc Regional Park Committee: Mr. Woodhead and Mr. Harpster

The committee did not meet during December. Their next meeting will be on Thursday, 15 Jan 09, 12:15 PM at the COG Building to include a joint meeting with the Authority to discuss the proposed Welch Pool Master Site Plan (see below).

          Regional Park Planning Committee: Mr. Woodhead and Mr. Harpster

                    (The CRPR Board and the COG Ad Hoc Regional Park Committee)

The committee met on 10 Dec 08 to review various design concepts for the Oak Hall parklands at the College Township Municipal Building. Another luncheon meeting will be scheduled during the last week of January 26 to continue those discussions. (The 4 layout sketches provided will be distributed to committee members as soon as a 5th plan is received from Pashek Associates.)

B.       2009 POOL OPERATIONS POLICY: Mr. Woodhead

• As a (new) companion to the Fee Policy, in December the Board/Authority was presented with the draft “2009 Pool Operations Policies” for action at this meeting. These policies, which relate to the pool hours, public health / patron safety rules, vending / solicitation policies and special event schedules are of particular importance with the renewed pools coming online.Attachment # 6 (unchanged) (Action)

C.       PARK FOREST POOL CONSTRUCTION: Mr. Woodhead

          1.       Solicitor Terry Williams has provided another letter on behalf of the Authority regarding the waterline easement.                                Attachment # 7        (Action)

          2.       The following Change Orders are proposed for endorsement, previously executed by the Director: (Action)


CO #G-06 +$1,394.21 Attachment # 8

To remove a (large) dead oak tree in the waterline easement (on the Ferguson property). No stump removal.

CO #E-05 + $654.50 Attachment # 9

To add two (security) lighting fixtures on a motion detector switch along the side of the filter room (soffit-mounted downlights, outside the pool fence)

          3.       The following change orders are “on the horizon” and will be proposed as the details are developed:


- Add a (supplemental) Ultraviolet Water Filter to the tot pool.
(Originally quoted by the pool contractor as a Add Alternate for $30,000.)

The Director seeks permission to solicit sealed bids for this unit, which lists for $14,250 + shipping. The contractor would then be asked to quote only the installation price for the owner-furnished filter, or we could also engage another firm to install the filter. All proposals will come back for Authority action. (Action)

- Install the “Leisure Park” and path at the rear of the pool complex (formerly an Add-Alternate bid at $15,800). The contractor recently indicated that he will hold that price if the Authority wishes to proceed. We are awaiting a written proposal from the contractor.

- Add a microphone jack for the public address system to the Pool Entrance Counter

- Install the locker room benches as furnished by owner (formerly the contractor was to furnish and install all benches, then this was removed from the contract).

- Add plantings around the water meter vault off Douglas Drive.

D.       WELCH POOL RENEWAL: Mr. Woodhead

          Two processes are moving forward, as authorized in December:

          1.       Completing the Master Site Plan (MSP) for CRRA, municipal and state approvals,

          2.       Preparing the specifications and bid documents for late-May advertising so as to enable the scheduled start of construction in early-August.

A key part of the Master Site Plan involves completing the ongoing discussions with SCASD regarding shared parking & access - and then presenting those agreements with the final Master Site Plan for CRRA and municipal approvals.

• As a result of the discussions with SCASD, a Special Joint Meeting of the Authority and the COG Ad Hoc Regional Park Committee has been authorized for Thursday, 15 Jan 08, 12:15 PM at the COG Building to focus on the Welch Pool Master Site Plan. Mr. Hunsaker has also been scheduled to attend, and he will then conduct a Public Hearing on the final MSP that evening at 7:00 PM at the COG Building. The hearing will then conclude the “Public Input” portion of the MSP process.

E.       PA. OPEN RECORDS / RIGHT TO KNOW COMPLIANCE

The Centre Regional Recreation Authority, as an agency of the Centre Region Council of Governments, hereby adopts the Open Records Policy of the COG. The COG policy was developed in compliance with PA Act 3 of 2008 (the Right-to-Know Law) and is scheduled to be officially adopted by the COG General Forum in late-January.  Attachment # 10     (Action)
