II. AUTHORITY / BOARD ORGANIZATION
On 17 Sep 07, State College Borough Council appointed Dr. Donna M. Ricketts as the School
District representative to fill the unexpired term of Dr. Ken Mawritz (through 31 Dec 11). Dr.
Ricketts was previously employed as a CRPR Recreation Supervisor for 6 years (starting in
1979) and previously served on the Authority/Board for 8 years (starting in 1993). An updated
Board roster was distributed by mail in September.

The committee did not meet during September. They will next meet on 20 Sep 07 to
focus on a developing a long-term funding formula for the regional park projects.
• Millbrook Marsh Nature Center Advisory Committee: Ms. Matason
The 25th Annual Spring Creek Day was held on 16 Sep 07. The committee met on 19 Sep
07. Their next meeting is on Wed., 17 Oct 07.

IX. OLD BUSINESS
• WELCH POOL RENEWAL - MASTER SITE PLAN:
The Welch Pool consultants presented their range of concepts and costs for evaluation
per the following schedule:

the Project Advisory Comm.)
Mo. 24 Sep 07, 7:30 PM: COG General Forum Meeting at the Halfmoon Twp. Bldg.
Tu. 25 Sep 07, 7:00 PM: Community Meeting at the COG Bldg.
All information has been posted on the CRPR website. Each municipality will be discussing the options & costs during October.
Based on a written inquiry by one of the members, Aquatics Supervisor Todd Roth is
asking the Authority for some guidance regarding the Advisory Committee. (Attachment # 6)
• PARK FOREST POOL RENEWAL: PARKING AGREEMENT
The Authority is asked to authorize the Solicitor to prepare a “Reciprocal Parking
Agreement” with State College Area School District. The parking requirements for pools
by Patton Township are based upon the water surface area (1 space per 40 sq. ft.). Park
Forest Pool will have 5,750 sq. ft. of water area (w/o the spray ground)
= 144 (total) parking spaces required (74 spaces will be provided on-site)
Therefore, the use of 70 spaces from Park Forest Middle School (PFMS) will be necessary
to meet the minimum requirement of the Township:
• The PFMS lot off Amblewood Way has 71 spaces;
• The PFMS lot off School Drive has 63 spaces.
It is noted that the school uses the pool lot for staff parking, fire drills and student drop-off / pick-ups by parents - so the agreement will focus on a long-term “exchange of
services.” If authorized, a draft agreement will then be provided to the Authority for
comment.
• PARK FOREST POOL RENEWAL UPDATE
(Note: it was necessary to postpone the Park Forest Pool Update Report until the
November Authority meeting.)
• 2008 BUDGET PROPOSAL
CRPR Staff appeared before the COG Finance Committee on 25 Sep 07 and the 95-
minute discussion covered all 8 agency funds. The “Summary Budget” reflects those
changes and is attached for your information. Overall, the hearing was very positive. (Attachment # 7)
• EXTENDING THE LEASE FOR MILLBROOK MARSH NATURE CENTER (LANDS)
In September the Authority authorized the development of a renewed land lease for
Millbrook Marsh Nature Center (62-acres). The lease between Penn State and the Centre
Regional Recreation Authority for Millbrook Marsh Nature Center has been in place since
17 Dec 96. The original term was for 35 years plus three 5-year extension options. With
less than 25 years remaining, the Authority is also preparing for the construction of the
Spring Creek Education Building on the site. Since the Authority/COG may seek a Line
of Credit to cover construction cash flow, the COG Finance Committee recommended an
extension for at least 25-30 years.
The two attachments were prepared by Penn State Counsel and have been approved by
CRRA Solicitor Etter. Together, they again provide for 35 years plus three 5-year
extensions; they also “clean-up” a prior issue with the Quonset Hut:

If each document is approved by the Authority, they will be considered by the PSU Board
of Trustees in early-November, then signatures will be scheduled. (Attachment # 8A & 8B) (Action)
