Board members are invited to come a few minutes early to inspect
the Wetlab renovations to date in the ground floor of the barn.

PUBLIC HEARING: At 12:15 PM the Authority will hold a hearing to receive public comments related to the proposed Grant Application to the PA Department of Conservation & Natural Resources in the amount of $350,000 for the Park Forest Community Swimming Pool Renewal, as outlined in the Master Site Plan. CRPR Aquatics Supervisor Todd Roth will open the hearing with a overview of the Master Site Plan. This hearing is related to the resolution proposed in New Business (below).

Residents are asked to please state their name and address prior to any testimony, and to please limit remarks to 3 minutes per person.

- The COG Ad Hoc Regional Park Committee: Roy Harpster & Ron Woodhead

Following their last meeting in 17 Aug 06, the COG General Forum approved the 3 agreements related to the regional parks. Each municipality must now approve them by ordinance. The committee will next meet on Th, 19 Oct 06 at 12:15 PM.

          - Millbrook Marsh Nature Center Advisory Committee: Kathy Matason & Molly Hetrick

The committee presented a “Capital Campaign Update” to the COG General Forum on 28 Aug 06. They will now appear before each municipality for specific capital requests. The intent is to construct the level of facilities funded by the campaign.

VII.    COMMUNICATIONS

• Mr. Woodhead will report on an update from SCASD regarding the Welch Pool Renewal “Master Site Plan” process.

VIII.  OLD BUSINESS

• Park Forest Pool Master Site Plan:

- Mr. Todd Roth will update the Authority on the status of the report, and the timetable to obtain DCNR comments on the draft and then final approval by the CRRA.

- Authority action on Authority Resolution #2-2006 is requested, which will authorize the grant application to be submitted for the detailed design and construction of the facility.(Attachment #5 )(Action)

• Building Plans for the Spring Creek Park Maintenance Building Expansion: Architect Alan Popovich will update the Authority on the final plans developed for this project. Theses services were authorized in April 2005 at a cost not to exceed $4,400.

• Outfitting the Nature Center Wetlab: On 9 Mar 06 the Authority approved a contract not to exceed $3,900 with HPArchitects to develop a plan for outfitting the Nature Center Wetlab. Alan Popovich will update the Authority on the status of the renovation planning. Further, it is proposed that the Architectural Services Agreement be amended to provide for the Code-compliant Electrical System Design by the Ling Partnership at a cost not to exceed $1.000. Just as with the prior planning expense, this expense will also be funded by a designated donation. (Attachment #6 ) (Action)

• Tom Tudek Memorial Park - CRPR Maintenance Services Requested for the Expanded Areas in 2007: The attached summary represents the status of items discussed to date. Ferguson Township Manager Mark Kunkle will attend to answer any questions about the proposal.
